British and Scottish Authorities Disagree Over Footing the £24.5m Bill for Trump and JD Vance Trips

The British administration is being urged to "step up" and cover the £24.5m cost incurred during recent trips by former President Trump and JD Vance to the Scottish nation, according to a top Holyrood official.

Substantial Estimated Expenses Disclosed

Provisional costs amounting to almost £24.5m for the two working visits have been made public by the Scottish government.

Ivan McKee labeled the UK government's refusal to offer financial support as "ridiculous," arguing that both trips were clearly official, noting that the US president held meetings with European Union chief the EU's von der Leyen and British PM Keir Starmer during his July visit in Scotland.

Particulars of the Visits and Associated Policing Costs

Donald Trump visited his golfing resorts at Turnberry in Ayrshire and Menie over a five-day trip in the summer, while US vice-president Vance spent approximately a long weekend in the Ayrshire region in late summer.

In a formal letter to the Treasury minister Chief Secretary Murray, Scotland’s finance secretary wrote that the trips placed "substantial operational and financial burdens on Scottish public services, particularly Police Scotland."

The Edinburgh administration calculates that the estimated expense for securing the president's trip by itself was £21 million, which involved peak daily deployments of more than four thousand police, while expenses for the VP's visit were approximately £3 million.

Large-Scale Policing Operation

This extensive policing operation was the biggest in Scotland since the death of the late Queen in 2022, and included regional police, national divisions, volunteer officers and officers from across the UK for specialist support.

Robison stated: "Following your decision not to offer financial support to the Scottish government for costs incurred in relation to the visit of President Donald Trump to Scotland in July 2025 and the following trip of Vice-President Vance, I am writing you to request that you review this stance and offer full reimbursement for the cost of the visits."

Westminster Response and Previous Example

The British administration maintained that the trips were private and "not official UK government business." A spokesperson commented: "The Scottish government are responsible for policing costs in Scotland as per agreed devolved funding arrangements."

While the Finance Secretary referenced previous precedent where the British administration covered the expense of Trump’s 2018 visit to Scotland, it is understood that trip followed a formal invitation from Westminster, in which case it covered security costs under its funding guidelines.

"Westminster must take action and cover the cost. I think it’s unreasonable, it was clearly a work visit … Especially when you have the PM Keir Starmer spending time with the president, having press conferences with them, conducting international business with him, its really hard to believe to say this was just a private holiday trip."
